๐ป Via Zoom
This month’s discussion will focus on Home and Community-Based Services (HCBS) and the Department of Justice’s perspective on the Olmstead decision.
We’ll begin with a brief update on Ohio’s Medicaid reform efforts and the DOJ’s recent opinion. After the overview, we’ll open the floor for a full discussion about advocacy efforts moving forward.
With changes happening at the federal level, a new governor taking office in November, and potential legislation that could impact community living for people with disabilities, this is a crucial time for advocates across Ohio to come together.
Let’s talk about how we can work together to protect and strengthen community-based services and supports.

Public Comment Opportunity
ODM is accepting public comments on Draft Rule 5160-1-29, โMedicaid fraud, waste, and abuse.โ This rule may sound like a simple update, but the language matters. We all support stopping intentional fraud, but we must make sure system glitches, EVV problems, rural internet issues, GPS failures, authorized HCBS services, medical complexity, family caregiving, and good-faith mistakes are not mischaracterized as fraud, waste, or abuse.
Please consider copying, pasting, personalizing, and submitting the comment (LOCATED IN COMMENTS SECTION) to the address below:
All clearance comments should be sent to Rules@Medicaid.Ohio.gov
This clearance is open for public comment from 6/30/2026 to 7/7/2026.
Public comments are only open for a short period, so please submit as soon as possible.
